An Appraisal of the functions of office managers in the civil service, problems and strategies for improvement
Abstract
The total population for the study is 200 staffs of Rivers state civil service. This study was on an Appraisal of the functions of office managers in the civil service, problems and strategies for improvement The researcher used questionnaires as the instrument for the data collection. Descriptive Survey research design was adopted for this study. A total of 133 respondents made directors, administrative staffs, senior staff and junior staff were used for the study. The data collected were presented in tables and analyzed using simple percentages and frequencies.

- Background of the study
Civil service (CS) plays an important role in the state. Civil service systems (CSS) are a constituent part of our system of government. Modern governments still depend to a great extent on the work of the national civil services and their employees (Demmke, 2010). Civil servants’ qualifications and expertise to a large extent determine the quality of implemented public policy decisions and thus the quality of life in the state. Furthermore, “civil services have a democratic and ethical function; they should serve society and the law, protect the population as well as function in a sustainable manner” (Demmke, 2010, p. 5). For all of these tasks and duties in all countries, there are established specific civil services
The issue of civil service management is linked to the role and responsibilities of the state as an employer. Regardless of the scope of the civil service or the civil service model (career or position-based), in its capacity of an employer the state requires rules and policies that introduce common standards of human resources management across the civil service and sound management mechanisms and capacities that guarantee the uniform application of these standards
The main goal of an office manager is to ensure that the office operates smoothly and efficiently. Office manager duties and responsibilities usually include overseeing administrative staff members, receiving and directing visitors, and handling or delegating basic office tasks. The title ‘office manager’ is not uniform from company to company.” Titles for this role include administration specialist, administrative services manager and vice president of operations.
What is commonly found, however, is that the central civil service management capacity is in charge of the overall civil service management issues, which usually involve proposing legislation and personnel policies, coordination and monitoring of the implementation of human resources management rules and policies at individual agencies level, organising or monitoring of recruitment, negotiating with civil service unions on behalf of the government and organisation and management of training for civil servants.
The central civil service management capacity is usually part of the executive, i.e. accountable to the government. Its institutional character differs from country to country, but in general, it is either a ministry or part of the institutional structure of the “centre of government. Based on the background the researcher wants to investigate an appraisal of the functions of office managers in the civil service, problems and strategies for improvement
Statement of the problem
The civil service is engaged in a wide range of activities and employs over 30,000 people in different departments/offices. The principle aims of the civil service are to implement government policy and provide services to the public. This may involve working with the government to create and implement new policies and services, dealing directly with the public or even providing market research. The Main duties of office manager in the civil include managing office stock, preparing regular reports (e.g. expenses and office budgets) and organizing company records. Our ideal candidate also has working knowledge of office equipment and office management tools. This work is to find out the problems and strategies of office manager to improve in their various duties
Objective of the study
The objectives of the study are;
- To ascertain the function of office manager in civil service
- To ascertain the problems face by office manager in civil service
- To recommend the strategies of improvement to office manager in civil service
Research hypotheses
The following have been put forward for testing
H0: There is no significant function of office manager in civil service
H1: There is significant function of office manager in civil service
H0: there are no problems face by office manager in civil service
H2: there are problems face by office manager in civil service
Significance of the study
The study will be very significant to students, civil servants and the policy makers. The study will give a clear insight on an appraisal of the functions of office manager in the civil service, problems and strategies of improvement. The study will highlight the functions of office manager sin the civil service. The study will also serve as a reference to other researcher that will embark on the related topic
Scope and limitation of the study
The scope of the study covers an appraisal of the functions of office manager in the civil service, problems and the strategies of improvement.
The researcher encounters some constraints which limit the scope of the study namely:
The research material available to the researcher is insufficient, thereby limiting the study
The time frame allocated to the study does not enhance wider coverage as the researcher has to combine other academic activities and examinations with the study.
Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
