Open Source Intelligence and Combating Terrorism in Nigeria and Appraisal

CHAPTER ONE 

INTRODUCTION

BACKGROUND OF THE STUDY

This project is centered around the issue of terrorism in the world generally and specifically in Nigeria. We want to study the causes, the effects and the methods to combat them. The method that is of interest is the use of Open source intelligence. Open-source intelligence (OSINT) is a multi-methods (qualitative, quantitative) methodology for collecting, analyzing and making decisions about data accessible in publicly available sources to be used in an intelligence context. In the intelligence community, the term “open” refers to overt, publicly available sources (as opposed to covert or clandestine sources). Open Source Intelligence under one name or another has been around for hundreds of years. With the advent of instant communications and rapid information transfer, a great deal of actionable and predictive intelligence can now be obtained from public, unclassified sources. It is not related to open-source software or collective intelligence.

STATEMENT OF THE RESEARCH PROBLEM

The issue of terrorism has now become common place in this part of the world and there must be necessary steps taken to combat it. We need to do an evaluation and an appraisal of these methods more notably the use of open source intelligence by getting the opinions of experts and even those immediately affected by this scourge. This project would do that and suggest and recommend areas for improvement.

We would in addition, examine the various countries that have used the Open Source Intelligence method to combat terrorism acts that have risen in those places.

  • RESEARCH QUESTIONS

The study endeavors to answer the following research questions:

  1. How does Open source intelligence affect counter terrorism efforts in Nigeria?
  2. How does open source intelligence gathering determine success in counter terrorism efforts in Nigeria?
  3. How does open source intelligence gathering influence decision making in counter terrorism efforts in Nigeria?

HYPOTHESES/ASSUMPTIONS

In order to answer the research questions, the following testable null hypotheses were formulated:

  1. Open source intelligence does not significantly affect counter terrorism efforts
  2. Open source intelligence effectiveness does not significantly determine success in counter terrorism efforts
  3. Open source intelligence does not significantly influence decision making in counter terrorism efforts.

OBJECTIVES OF THE STUDY

The aims and objectives include:

  • Taking a broad look at the Open source intelligence technique and studying it in depth.
  • Reviewing the methods, scenarios and the impacts on investigation and intelligence gathering
  • Studying through a sample size the accuracy and the effectiveness of this method of intelligence gathering

SIGNIFICANCE OF THE STUDY

The study empirically evaluates the effects of Open source Intelligence on counter terrorism efforts in Nigeria. This will help also improve the public relations with the members of the intelligence community.

SCOPE OF THE STUDY

The scope of the study entails selected security and intelligence units in Nigeria as well as academic research into counter terrorism.
