CHAPTER ONE

1.0 INRODUCTION                                 

1.1 BACKGROUND TO THE STUDY

In its simplest form, this appraisal system asks the student to access an individual’s staff’s strengths, weaknesses, potentials, and so on. In most selection situations, particularly those involving professional positions performance appraisal from staff lectures, or associates carry significant weight.

There are several problems associated with current manual system in this method of this will be corrected in this design. The performance appraisal system has assumed a new shape and nature in the form of a two-way communication link between the university employees and the employers. Proper communication between the assessing authority and the employee under appraisal is essential for gathering all the required information fro0m the employee. A performance appraisal system that is based on a free and unrestrained approach would generate the preferred data and help the university to be productive. To achieve the desired objectives performance appraisal system should be realistic and impartial, with a position orientation towards remedial steps. Therefore, it requires skillful handing.

 

1.2 STATEMENT OF THE PROBLEM

Performance appraisals in some institutions are mostly conducted on employees who are due for one promotion or the other. This attitude has undermined the credibility of the appraisal system which in the normal circumstances ought to have been organized periodically on all employees to access their respective performance and to improve where necessary. As a result of this, staff’s performance has been greatly affected which has in turn affected the productivity and efficiency of the service. Again, there are a lot of laxities on the part of university staff because they assume no measurement of performance and it is applied hence they work at their own pace.

Therefore, the purpose of the design is to evaluate the existing performance appraisal system on staff’s performance of the university. Specifically, the academic staff of the institution, and design a more structured system.

Even though some of the respondents accepted the questionnaires, some of the spaces provided were left unfilled and some will be missing compare to this electronic method.

1.3 AIM AND OBJECTIVES

The objectives of the appraisal system design are categorized into general and specific objectives.

1.3.1 The general objective

The general objective of the study was to evaluate the performance appraisal system and its effect on employee performance of the Crawford University Service.

1.3.2. Specific objectives

The following are the specific objectives of the study:

  1. To implement a structure grading system making use of electronic questionnaire.
  2. To design a password-enabled secure and confidential appraisal system and database.
  3. To design a system to evaluate the data and analyze the data for decision support.

 

1.4 SIGNIFICANCE

Performance appraisal system has become a very vital instrument o-wing to its immense contribution to- organization today. There is therefore the need to design and evaluate the system on employee performance at the university. As a result of this, the research will help the senate of the university, the di0rector of academics, lecturers and even the students identify the need for performance appraisals to be made on regular basis in the schools. Again, the research is intended to assist authorities of schools to identify the specific training and development needs of the staff as well as the essence of motivating them. Besides, the research is expected to help the university authorities to identify the strengths and weakness inherent in the conduct of performance appraisal and how to improve upon the system.

Ultimately, the design is also to help become a scholarly achieve for further studies by students who might have the opportunity of making further researches on performance appraisal system.

1.5 SCOPE OF THE STUDY

The Research seeks to shed more light on the existing conduct of performance appraisal system in Crawford University. The appraisal system design therefore covers the appraisal of academic staff og the university.

1.6 LIMITATIONS OF THE STUDY

  1. Lack of internet facilities
  2. Getting the right source code for the system development.
  3. Funding the project without compromise

1.7 METHOLOGY

For the purpose of this project, C++ would be used as the source code of the system, while an implemented template would be used for the graphical user interface, an HTML would be applied for the implementation of the user interface end while SQL would be used for this database.

1.8 DEFINITION OF TERMS

Performance Appraisal: the process of assessing the performance and progress of an employee or a group of employee on a given job and his/her their potentials for future development.

Database: structured set of data held in a computer for easy access and retrieval.

PHP: hypertext pre-processor is a server-side scripting language design

MY SQL: open source relational database management.
