Assessment of Cost Control Strategies in Transmission Line Construction Project
Abstract
Investigating cost-control measures in Nigerian transmission line construction projects was the goal of this quantitative survey study. 120 respondents, including project managers, engineers, and construction managers, completed a standardised questionnaire that was created. Three hypotheses about past cost control methods, implementation difficulties, and the influence of novel approaches on upcoming projects were tested using a one-sample t-test in the study. Employing SPSS27, the gathered data were methodically arranged and examined, offering statistical discernments into the viewpoints and encounters of experts in the transmission line construction industry. The t-test results revealed significant correlations between historical cost control strategies and successful project outcomes, challenges faced by project managers, and the potential impact of innovative strategies on future projects. The findings indicated that historical cost control practices, including detailed project cost estimates and systematic tracking of expenditures against budgets, had a positive correlation with successful project outcomes. Challenges in implementation, such as project delays and resistance from stakeholders, were found to be significantly associated with cost control strategies. Additionally, the study suggested that the development and implementation of innovative strategies, such as advanced project management software and sustainable construction practices, were crucial for future project success. In conclusion, the research contributed valuable insights into the dynamics of cost control in transmission line construction projects in Nigeria. The study underscored the importance of historical practices, identified challenges faced by project managers, and highlighted the potential benefits of embracing innovative strategies. The results contribute to the existing body of knowledge in construction management and offer practical implications for project stakeholders. The recommendations stemming from the research emphasise emphasise project managers to leverage historical practices, address implementation challenges, and embrace innovation for sustainable development in the transmission line construction sector. These findings provide a basis for future research endeavours and industry activities, promoting efficiency and resilience in energy infrastructure development.

Background to the Study
In the dynamic landscape of infrastructure development, constructing transmission lines is pivotal for ensuring the efficient and reliable delivery of electrical power (Biggs, 2021). In Nigeria, a country grappling with a burgeoning population and growing energy demands, there has been a notable upsurge in transmission line construction projects (Collier, 2023). However, the success of these projects is often contingent upon the implementation of effective cost-control strategies, aiming to ensure completion within budget constraints while upholding high-quality standards (Dare & Sola, 2020). This study is dedicated to the comprehensive assessment of cost control strategies in transmission line construction projects within the Nigerian context.
Transmission line projects are characterized by intricate elements, encompassing technology, logistics, and regulatory compliance (Blocher, Chen, & Lin, 2019). The need for these projects to adhere to budgetary limits and meet quality standards is underscored by the potential consequences of cost overruns. Financial strain, delayed completion, and compromised quality are among the detrimental outcomes associated with such overruns (Khan, Shah, & Atta, 2019). Thus, understanding the various factors influencing cost control in transmission line construction projects is imperative for the sustainable development of the energy infrastructure in Nigeria (Otekunrin et al., 2019).
