STAFF TRAINING AND UTILIZATION IN NIGERIAN CIVIL SERVICE: A CASE STUDY OF THE MINISTRY OF AGRICULTURE, ENUGU
The study examined staff training and utilization in the Nigerian civil service with specific focus on the Ministry of agriculture, Enugu. Specifically, it investigated whether the staff of the Ministry of agriculture, Enugu undergo training, whether the selection of staff for training is informed by training needs of the Ministry as well as whether the selection of staff for training is based on merit. Utilizing the system theory and randomly selected sample size of 274, the study ascertained that the Staff of the Ministry of Agriculture, Enugu undergo training; that the selection of staff for training is informed by training needs of the Ministry. There is mixed reactions as to whether the selection of staff for training is based on merit. The study equally ascertained that trained staff are effectively utilized. To this end, the study maintained selection of staff for training should not only be informed by the training needs of the
Ministry but should equally be based on merit.
