An Intelligent System For Combatting Crime/Terrorism In Selected Local Government Area In Akwa Ibom State
ABSTRACT
This project has delved into the issue of crime and the need to combat it. We have also established that it is a prevalence in certain parts of the country which in this case we study the state of Akwa Ibom.
To fight this issue effectively, we need to realize that one of the best ways to solve this problem is to involve technological services in these operations.
We have been able to, through research come up with an effective intelligent system algorithm to make the reduction to crime and possible eradication in Akwa Ibom an Nigeria at large.
The project has been implemented using web technologies such as PHP, HTML and JavaScript.
CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The quest to control crime and breakdown of law and order increases has the society grows and diversity of human intentions and interactions abound. An ideal society is governed by laws and regulations that are collectively agreed upon and measurable consequences that will be meted out for any member of the society that is found culpable to have floated any specific component of the legal infrastructure.
Besides the legal infrastructure in a society are the security apparatuses that enforce the law with the interest to maintain law and order. The legal infrastructures determine the extent to which law enforcement agents can act or protect the common interests of individuals in the society. It also outlines the civic responsibilities and human rights for the members of the society.
Customarily, members of the society are supposed to report any incidence of breakdown of law and order to the appropriate civil and military security apparatuses. Reported cases are also supposed to be intelligently collected, evaluated and investigated to a more conclusive and justifiable end. Evidences are collected, protected and properly examined before accused persons are charged to Law court and fairly prosecuted. Investigations are carried out without fear or favour. In fact, any attempt to prevent due process during crime investigation is in itself a crime and it is also punishable under the law.
Until recently, the process of reporting and investigating crimes in the society has been mainly manual. Individuals who have some complaints will work into any offices of the security agents (e.g. Police, neighborhood corps) to inform and write in statement issues that may need their
attention. At these offices, the security agents will raise an incidence form and ask the reporter to fill some appropriate segments. The security agents will also ask some intelligent questions from the reporter and make notes of preliminary investigations. Evidences suggested will be noted and further investigations will be followed up and new evidences will be collected, evaluated and protected.
The advent of technology has opened new fronts of opportunities of leveraging on the diverse benefits of information technology to crime reporting. There are various technology platforms that have been developed to assist how crime incidences are reported, responded to and investigated. The technological applications have gone from telegraph, special radio communication, and dedicated phone lines to a more responsive and more pervasive
technological application platforms (web and mobile software applications). Majority of the members of the society nowadays have mobile devices that can easily access the internet. This makes the web approach the most economical and open approach for reporting crime with a far reaching benefits and coverage. Although there are several efforts that have been made in this area around the world, there is still no popular and responsive platform for reporting crime in Nigeria.
We are looking forward to developing an all-encompassing web platform that reports all manners of crimes, open to all members of the public, suggestive (search for entities), interpretative and enlightening. The platform will provide a platform for various security agencies to share and gather evidences and mobilize members of the public for certain interests that will drive better policing, crime prevention and investigation.
We hope this project will address the gaps identified in the information space of crime reporting and investigation in Nigeria.
1.2 STATEMENT OF THE PROBLEM
We have an ever present problem of crime in certain areas of the country and as such needs an intervention to solve them. As the existing methods of the crime combat are time consuming and arduous, there is need to optimize the methods that are used to solve these problems and this now bears an intelligent system based technique for more efficiency and productivity.
1.3 MOTIVATION OF THE STUDY
The new campaign aimed at fighting corruption and sharp practices in Nigeria has been our motivation. We want to demonstrate an ideal model that can be adopted to assist crime reporting, investigation and possible eradication and create a healthy thinking and attitudes among Nigerians.
1.4 AIMS AND OBJECTIVES OF THE STUDY
The aims of this study include;
- Developing an intelligent crime combating system
- Tracking of illegal acts and finding such perpetrators of such acts.
The objectives of this study include:
- Examining related texts and research material in similar scope of study
- Examining the Software Life Cycle methodology that works best to implement the software.
- Finding out the best programming tools to best implement it
1.5 OUTLINE OF METHODOLOGY
The implementation of this idea and project was done with the user of the server-side programming language PHP and the MySQL database querying language. This will also be hosted as a web application on an online domain.
1.6 SCOPE OF THE STUDY
The study will cover a simple crime reporting system to combat crime in the state of Akwa-Ibom and can be later expanded to larger communication platforms over the nation of Nigeria.
1.7 SIGNIFICANCE OF THE STUDY
It has a significance such that it can help in order to weed out dangerous elements of the society that can have a huge and large effects to the other members of the society.
1.8 ORGANISATION OF THE PROJECT
The project is organized such that; Chapter One gives a brief introduction in form of the Background of the Study of typical crime combating system. In Chapter Two, we have a broad look at the related implementations of these crime reporting and combat systems over the years. Chapter Three examines the System Architecture, the system design and analysis. Chapter Four presents the implementation of the project using necessary programming languages and development models. It also presents the result of testing carried out. Chapter Five rounds off the project work with the summary, conclusions and recommendations for future works.
1.9 OPERATIONAL DEFINITION OF TERMS
- CRIME: Crime is the intentional commission of an act usually deemed socially harmful or dangerous and specifically defined, prohibited, and punishable under criminal law
- TERRORISM: Terrorismis, in its broadest sense, the unlawful use of intentional violence to achieve political aims, especially against civilians.
- LAW: This refers to the system of rules which a particular country or community recognizes as regulating the actions of its members and which it may enforce by the imposition of penalties.
- CRIME REPORTING: This is the simple act of reporting a crime to to relevant security apparatus in order for them to attend to it and solve it.
- PERPETRATOR: This is a person who carries out a harmful, illegal, or immoral act.
- CRIME SCENE: A crime scene is any location that may be associated with a committed crime. Crime scenes contain physical evidence that is pertinent to a criminal investigation.
