Computerized Clearance System for Tertiary Institution
CHAPTER ONE
INTRODUCTION
Clearance is a status granted individual typically members of the military, universities and polytechnic graduate, employees of government and their contractors, allowing them access to a classified information. The term “clearance” is also sometimes used in private organizations that have a formal process to vet employees for access to sensitive information. A clearance by itself is normally not sufficient to gain access; the organization must determine that the cleared individual has a “need to know” the information. No one is supposed to be granted access to classified information solely because of rank or position, but once a clearance certificate is obtained, access to certain information or gain of freedom will be granted. AS many tertiary institutions have choosing to pursue the dynamic educational option available online. The advantages of e-learning are many. As people of all ages and backgrounds become increasingly relent on the internet for information , online learning become convenient and efficient have the need for an online clearance system. The skills needed to access and comprehend information online are becoming commonplace and the flexibility of wireless computing means that any place, coffee shop, airport or bedroom and even kitchen and toilet can become a classroom. Online courses, registrations, clearance have few, if any scheduling restrictions, well-integrated learning resources and competitive degree options, with an online clearance system.
The changing online collage landscape now includes online clearance system, traditional undergraduate and general studies programs. However, career learning is still the most popular online training option.
1.1 BACKGROUND OF THE STUDY
Akanu Ibiam Federal Polytechnic, Unwana (formally the federal polytechnic, unwana Afikpo) was established by Decree NO. 33 of 1979. The polytechnic as a case study effectively took off in November 1981 when the pioneer Rector late Engr. Dr. O.B Epelle assumed duty at the temporary office at Afikpo. Work commenced on the rehabilitation of the polytechnic temporary site at OKPOSI in Ohaozara Local Government Area of then Imo State. At the same time, perimeter survey of the permanent site of the institution at Unwana , in Afikpo Local Government Area commenced on April 30, 1982, the foundation stone of the polytechnic was laid at Unwana by the then vice president of the Federal Republic of Nigeria, Chief Dr. Alex Ekwueme. ON may 2, 1982 the institution admitted its First Batch of 178 student for courses in Business Administration and management, secretarial studies, electrical /engineering technology and mechanical engineering since then till date the institution has now included many more department, and now has (6) six faculty. In an institution like Akanu Ibiam federal polytechnic, there is need for auto rated method of keeping data, more so a greater need for an online clearance system. This would go a long way in alleviating the various problems and stress involved in the manual method of clearance. Moreover, the issue of delayed youth service as a result of mobility to complete the tedious manual process of clearance would be curtailing.
1.2 STATEMENT OF PROBLEM
The process of clearing students of a named institution Akanu ibiam federal polytechnic after graduation require that the students must be cleared in their various departments and information units. Among which are:
Department clearance
Residential / Hostel clearance
Library clearance
Medical clearance
Sports clearance
Student union fee
P R O clearance
Dean student Affairs clearance
Bursary clearance
Furthermore, for a graduating student to carry out his/her clearance from these departments it normally takes a lot of processes and delay in clearing the student for youth service as wll as collection of statement of results. Hence it become imperative for computer software based online clearance system to eliminate the short-coming of the manual system
1.3 OBJECTIVES OF THE STUDY
The objective of this research work is to examine how school clearance system can be computerized and accessed online with the main objective being to develop software that can enable graduating students too effectively and efficiently process students’ clearance.
To provide a reliable and transparent system devoid of personal inclination and interest
To ensure alleviate the problems and tress of travelling and queuing up of students during clearance
To provide borderless access
1.4 SIGNIFICANT OF THE STUDY
This project work will help in a good number of ways t ease the queuing system in the polytechnic as the online clearance system will help student to achieve whatever they want to achieve without coming to the various offices for clearance
Clear advantages of internet information processing over those of tradition manual system are higher yields. Online clearance system allows the user to check their clearance status as whether they are in any indebted to the school, fill and submit their clearance form, and obtain their clearance certificate. There are many other advantages of online clearance system and some of them are listed below:
- It saves a lot of time
- It is very convenient to use, right from the bedroom, office or anywhere in the world.
- Information processing are very fast and delays can be avoided
- It is inexpensive to student and school management
- It helps the school in reducing cost, such as labour and stationary
1.5 SCOPE OF THE STUDY
This project work is to develop computer software based on line clearance system for doing clearance for graduating students of AKANU IBIAM FEDERAL POLYTECHNIC. The software development will be carried out using PHP, MYSQL to manage both the program and the database at the same time make the software online
1.6 LIMITATIONS OF THE STUDY
This project covers some of the aspect of a computer software based online clearance system using Akanu Ibiam Federal Polytechnic, Unwana as a case study. The following constraint were encountered
- TIME CONSTRAINTS: Due to time constrain the web-page covers only clearance for graduating student
- FINANCIAL CONSTRAINTS: Due to financial constrainst people cannot afford this kind of process online especially towards the cost of accessing the internet. Therefore, it would cost a lot of develop a full web-based clearance system.

1.7 DEFINITION OF TERM
CLEARANCE: This is an official certificate of blamelessness, trustworthiness or suitability for graduation and issue of certificate in degree course
SYSTEM: This consist of related component that have been carefully chosen so that they work together to achieve task.
ONLINE: This means connected to, or ready to send or receive data with a computer network
DISCONNECTED from computer network describe a computer termininal or peripheral devices disconnected from a computer network
COMPUTER NETWORK: This is a system that connects two or more computers together using a communication link
FILE TRANSFER: Any king of computer file that can be sent via the internet from one internet user to another.
WEB BROWSER: This is a special king of software that process hypertext mark-up language (HTML) document. It interprets HTML command to collect arrange and display the parts of a webpage
HYPERLINKS: These are highlighted words and prose you find on a web document that you can click on as to jump to some other document or internet services
WORLD WILD WEB (WWW): This allows authors to use an old-fashioned idea that of footnotes in a new way. It is the most important tool of the internet, it was created in the late 1980s in Europe and was limitedly use in academics cycle
WEB SITE: A web site is a collection of many interconnected web page organized by a specific organization, company or college containing webpage of (goods, commodities and services) on the internet. Website is stored on a web server.
