Human Capacity Building as a Tool for Enhanced Organizational Performance (a Case Study of Akanu Ibiam Federal Polytechnic Unwana Afikpo)
ABSTRACT
This research work “Human capacity Building: A Tool for enhanced organizational performance”. A case study of Akanu Ibiam Federal polytechnic Unwana, Afikpo is geared towards how an organization contain and develop her best selected human capacity building and how its achievement will lead to organizational efficiency. The study employed the simple random sampling size of the population of study. The methodology for data collection was both primary sources, which were through questionnaires were designed in a simple language and four thousand one hundred and five were distributed in Akanu Ibiam Federal Polytechnic Unwana and (319) copies were collected for analysis. The major findings were that organizational success is dependent on human capacity building, efficiency and staff depends on the frequency of training and development programs; main power development programmers increased performance of staff and productivity level in an organization, which turn lead to organizational efficiency. It was also discovered that they are benefit derived from training and development programmes such as profit as a result of increase in output and allowances to staff who are trained and developed. It was also seen that he developed employees have a sense of being care for by their organization. Based on the above, it was concluded that organization should embark on training and development programmes at regular interval to achieve organizational efficiency.
CHAPTER ONE
1.1 BACKGROUND OF THE STUDY
Every organization is constituted by some essential elements. Human beings are one of those elements that are inevitable in every organization, be it business, education, social, health, or government as the case may be. Those human beings are employees of that organization and for the purpose of this research work they will be chiefly addressed as “Human capacity building” has to do with skills and teachings acquisition programmes given to individuals in an organizations to enable them carryout their assigned task in more efficient and effective manner. This is concern with people dimension in management because organization is made up of employees performing their task, developing their skills to motivate them to optimum performance and ensuring that the level of commitment maintain is essential to the organization. Therefore organization that are able to acquire, train and develop, stimulate and keep outstanding human capacity will double in being effective, and efficiency in their operations.
Human capacity management concerns the human side of the organization, Gralian and Benett (2007) it’s main purpose is to ensure that employees of any organization are optimally used to achieve the highest and greatest benefit from their abilities as well as capacity.
These employees in turn aspect to satisfy their needs and wants by obtaining both material and psychological reward from their work to the organization.
According to Robbins (2006) survived of an organization requires competent management and workers coordinating their effort towards ultimate end. It is only by so doing that the goal and objectives of the organization will be achieved and it mission fulfilled.
This research work will x-ray into the nature of human capacity building and its effects on organizational efficiency. What makes it a tool for organizational efficiency through adequate development of those human building.
1.2 STATEMENT OF PROBLEM
The level of human element in an organization determines the level of efficiency in that organization in terms of performance and output or productivity. Therefore, the man power, planning and quality of training and development which workers receive are determinant of organizational efficiency. The non-training of these workers go along way affecting their efficiency; thereby reducing productivity level. These do not only affect efficiency of the organization but a contributive factor to the level of unemployment problems experienced in developing nations like Nigeria. These lack of efficiency leads to loss of jobs due to the folding up of most companies as a result of low productivity. This research work should be geared towards how an organization can train and develop her best-selected human resources. Also to be considered, are the ways by which the achievement of the above mentioned would lead to organizational efficiency.
1.3 OBJECTIVE OF THE STUDY
The main objective of this study is to examine human capacity building as a tool for enhanced organizational performance. Other specific objectives includes:
- To examine the impact of human capacity building on the productivity level of the organization.
- To find out the impact of HCB on the commitment level of workers in organizations.
- To examine the impact of human capacity building on the level of efficiency in organizations.
- To unearth the impact of human capacity building on the rate of absenteeism among the workers in organizations.
- To evaluate the impact of human capacity building on the level of unemployment problems experienced in developing nations like Nigeria.
- This study is poised to make recommendations on the impact of human capacity building on organizations performance.

1.5 SIGNIFICANCE OF THE STUDY
This project will address the most neglected areas of an organization since ignorance managers and proprietors of companies consider it as reason why it is necessary to develop workers for organizational efficiency.
also the research work should be a light on the path of subsequent research on this area since many researchers have decided to keep away from it importantly, the very organization work and many others that may want to apply the recommendation in their likely situation should benefit tremendously from this project (research works).
1.6 SCOPE OF THE STUDY
This study is restricted to the Akanu Ibiam federal polytechnic Unwana Afikpo (AIFPU) but, it is interested to noted that human capacity covers all aspect of an organization. This makes truth the assertion, which says “management is management every where or all parts of the organization”. This study shall put into cognizance, the role performance by employees, also the actual activities of the people as will be reached by the analysis of the data obtain from the organization.
1.7 LIMITATION OF THE STUDY
In carrying out this research, the researcher encountered some setback which was beyond her bound. Some of these limitations are highlighted below:
- TIME: The time given to the researcher did not enable her to present more comprehensive and exhaustive report. It was written in the heart of the semester when the researcher was busy with other academic unions.
- LACK OF FUND: The researcher did not have enough money to carry out the research, hence, it is limited to Akanu Ibiam Federal Polytechnic Unwana .
- CONFIDENTIAL INFORMATION: Some pieces of information in the organization are classified as highly confidential. Therefore, during the research, the researcher did not have access to some information as a result of its confidentiality limiting her data collection process.
1.8 DEFINITION OF TERMS
Development: This refers to as teaching managers and professionals the skills and mental fitness for both present and future job. Also development connects programmes that attempt to improved the technical skills, conceptual and human relations abilities in the staff concerned.
Training and development: It is any attempt to improve current or future employees performance by increasing an employees ability to perform through learning usually by changing employees attitude or his or her skill and knowledge, Aswathappk (2007).
Tool: Anything that helps one’s job. Also it is the thing that helps the organization to achieve it objectives.
Organization efficiency: It refers to as the out of the organization realizing its full potentials are regards the attainment of its overall objectives in a profitable manner.
1.9 PROFILE OF THE STUDY ORGANIZATION
Akanu Ibiam Federal Polytechnic Unwana fondly referred to as “Poly Unwana” was established by Decree No.33 of 1979. It was formally called the Federal Polytechnics Unwana Afikpo. It was the first polytechnic East of the Niger.
Although the foundation stone of the Polytechnic was laid at Unwana in April 1982, by the then Vice Presidents of the Federal Republic of Nigeria Chief (Dr) Alex Ekwueme, its operation commenced at a temporary sit in the premises of the federal government collage Okposi in May 1982 when it admitted its first batch of student. It started with only (3) three schools, namely, school of Business studies, Schools of engineering and school of general studies. The institution moved to its permanent sit at Unwana in June 1989.
From the inception to date, the polytechnic had been ever since growing in leads and bounds to what it is today. Presently the polytechnic has (five) schools with not less than 25 academics departments.
This following rectors have headed the institution form inception to date: the first pioneer Rector was Engr. O.B Epelle. The second was Prof. Zak H. Obanu the third was Sir, G.I Amasialu, and the forth, Pro. Francies Ogbonna Otunta the fifth, van. Dr. Ogbonna Ibe-enwo, the incumbent Rector.
