1.1 BACKGROUND OF THE STUDY
For democracy to exist and thrive, a critical mass of a country's inhabitants must have the skills, values, and behaviors that are compatible with democracy. They must understand the fundamental characteristics of a democratic political system in order to be able to use it when their interests are at risk, and they must believe in the relevance of essential democratic principles such as tolerance for differing viewpoints and respect for the rule of law.
